Europe felt a moment of respite on Monday, as the crisis triggered by the introduction of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been contained. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of rocket attacks on Kyiv.
The Cycle of Negotiation and Warfare
The chain of conflicting incidents captured the harsh reality of the outgoing year. By day, diplomatic battles are waged: optimistic declarations are released from multiple capitals. Immense energy is expended on restraining certain initiatives. By night, Russian leadership clearly shows the world that, for them, war remains the main instrument for achieving "peace".
After-Dark Attacks
As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is able to track missile launches from enemy soil, a capacity afforded by timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been dispatched to engage hostile guided weapons flew past – modern combat jets provided to Ukraine by European allies.
Shortly after, Kyiv's air-defence systems activated: multiple launches targeted at a hostile projectile. This was a sophisticated defense system at work, presumably supplied through allied countries. Every firing creates sudden vibrations, shaking the windows. The brief panic quickly transforms into sober acceptance: maybe the hostile projectile won't hit its mark this time, preventing destruction from devastation and further power outages.
Ongoing Risks
Not long after, a large-caliber weapon fired at a aerial vehicle close by, part of a mobile-fire group – probably imported technology. Unfortunately, the projectiles didn't strike the hostile drone – it pressed on overhead toward its target.
Periodically, this continued until dawn. Kyiv awoke to the early updates: several casualties, damage and utility failures in numerous residences as a result of the nocturnal offensive. As customarily, everyone still went about their day – enduring hostilities. But those full day demonstrated Ukraine's essential dependence on external assistance – a dependence that neighboring countries are clearly incapable to fill in the near term.
Unsuccessful Negotiations
The detailed framework from US administration sparked intense emotion, debate and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.
Every new initiative from American administration follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually achieve victory. This pattern will, certainly, persist.
Tactical Assessments
It is convenient to criticize certain parties of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. Washington works based on a principle understood by experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The American government believes that it is unfeasible to compel Moscow to abandon the areas that it already controls in Ukraine's occupied territories.
The issue is that while recognising this factual reality, Washington does nothing to prevent Kremlin actions, through statements or actions, from assuming that the current condition will not evolve additionally in its favour in the months ahead.
Divergent Views
Therefore, Moscow is certain that time is on his side – that Ukraine and its supporters are nearing depletion. Their motivation to sign a deal that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's government remains highly assured in the result.
On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding people and territory but avoiding a total frontline collapse until circumstances change in its favour.
Present Conditions
Objectively, there are no real preconditions for a armistice. Now, individual motivations are coming into play: personal goals to negotiate peace and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any initiative Kyiv finds unworkable, so that their focus does not move to homefront challenges. And although their task will now be significantly challenging after current events, it remains highly unlikely that this will change their overall approach.
These opposing factors are influencing discussions.
Conclusion and Outlook
It took a mere seven days to kill the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, current information leaks, all did their job.
While new proposals based on previous concepts are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and demonstrate certain reluctance to modify developments, if they stand together and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, primarily depend on sustained allied backing.
